We remind all programme beneficiaries that electronic signatures can and should be used for all project documents and requests, particularly during the current period.
In the context of the current outbreak of coronavirus disease (COVID-19), the recommended actions related to the measures that restrict the movement of people during this outbreak and the preventive measures recommended by all participating countries’ Governments and by the European Commission regarding the presence and transmission of the new type of coronavirus among the population, as well as the announcement of positive COVID-19-test results in the eligible area of ENI CBC Black Sea Basin Programme, the Managing Authority issued the information for beneficiaries regarding the implementation of projects financed under ENI CBC Black Sea Basin.
Taking into consideration the need for a common understanding of the provisions of the Articles 16.2 and 16.3 (Suspension by the Lead Beneficiary) from the Grant Contract, the Managing Authority has issued an Instruction to support the beneficiaries by indicating the procedural steps to be followed and the communication flow. Further, it clarifies the suspension start date if the request is initiated by the Managing Authority (article 16.4 from the Grant Contract).
The first meeting of the Joint Programming Committee – body responsible for the preparation of the Interreg NEXT (Neighbourhood External) Black Sea Basin Programme 2021-2027 – was held on the 29th of January 2020 in Brussels, Belgium. The eligible participating countries of the new Programme involves ten states from the Black Sea Basin: Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Republic of Moldova, Romania, Russian Federation, Turkey and Ukraine.
To ensure more guidance and support during the implementation of the projects funded by Joint Operational Programme Black Sea Basin 2014-2020 and taking into consideration the provisions of the Grant contract article 4 – Payment arrangements and Article 5 – Obligation to provide information and reports, the Managing Authority has issued an Instruction, which explains and provide details on how to define reporting periods and fill in the narrative part of the interim report in eMS
We revised the Project Implementation Manual applicable for the beneficiaries of the ENI CBC Black Sea Basin Programme.
