Interreg NEXT Black Sea Basin Programme aims to continuously improve its working procedures and documents and to incorporate users’ perceptions into the decision-making process, in order to streamline its efficiency and effectiveness.
The Youth4Cooperation Group was established in 2022 during the European Year of Youth, having as its main goal to enhance the engagement of young individuals in all Interreg programmes and EU macro-regional strategies, allowing them to have a say and be active in cooperation and Interreg. Additionally, the group serves as a platform for dialogue between the European Commission and young individuals active in the field of Interreg, interested in cohesion and cooperation.
We happily announce that, on 15 December 2023, the European Commission approved the revised Interreg NEXT Black Sea Basin Programme, so to reflect the additional allocation of 19.96 mil. Euro in Interreg Funds, Armenia’s decision to rejoin the Programme, which we warmly salute, and the introduction of a new Programme priority: Competent and Resilient Region.
As Programmes become more and more result-oriented and focused to maximize the use of funding, capitalisation appeared as a solution to identify good practices and to promote the re-use and transfer of project results. Moreover, capitalisation enhances transferability of innovation and clustering of results, as well as the possibility to save money and time, by offering access to valuable knowledge, already tested and producing empirical outcomes.
According to regulations, Programmes' evaluation is mandatory, the aim being to improve the quality of their design and implementation.

The Managing Authority for the Interreg NEXT Programme Black Sea Basin was informed in August 2023 about the decision of the European Commission to formally discontinue the Interreg cooperation programmes in which the Russian Federation and Belarus participated, following the military aggression of the Russian Federation against Ukraine and to redistribute the respective NDICI allocation to the Interreg programmes in which Ukraine and Republic of Moldova participate.
The brand for Interreg NEXT Black Sea Basin Programme was designed following the harmonised Interreg brand providing a robust and easily recognisable identity that favors an easy combination with other logos in co-branding situations. The Ministry of Finance of Ukraine has started the procedure of organising additional competitive selection of independent auditors, who may be selected by lead beneficiary and/or beneficiary for conducting the project expenditure verification under Joint Operational Programmes (in accordance with paragraph 8 of the Procedure of creation an open list of independent auditors within Joint Operational Programmes of cross-border cooperation of the European Neighborhood Instrument 2014-2020, approved by the order of the Ministry of Finance of Ukraine dated 19.12.2018 №1045).
The 1st calls for proposals launched within the Interreg NEXT Black Sea Basin Programme were closed on the 4th of July 2023.
151 applications have been submitted, out of which 93 on regular projects and 58 on small scale projects, totalling 642 partners and 125 million Euro in Interreg funds requested.
The largest number of applicants are interested in implementing projects to contribute to the protection and preservation of nature, biodiversity and green infrastructure and the reduction of all forms of pollution. The geographical coverage is quite balanced between partners that submitted application for both regular and small-scale projects.
