Considering the continous progress registered in the implementation of the programme and the high number of applications submitted under the first call for proposals, demonstrating the high commitment assumed by the participating countries and the high interest of the local and regional authorities, civil society and NGOs, to participate in cross- border projects, the European Commission decided recently to supplement the ENPI budget of the Programme with an additional 2.990.571 Euro. Thus, the total ENPI budget for the programming period (2007-2013) is now 21. 296.515 Euro.
The European Commission has launched a public consultation on all aspects of EU external funding. The aim is to gather ideas and opinions and prepare the ground for the Commission legislative proposals to be presented in 2011 on the financial perspectives after 2013.
More than 150 participants from the 8 participating countries to the Programme have participated on the 25th November 2010 at the annual conference organised by the Black Sea Basin Joint Operational Programme 2007-2013 in Thessaloniki, Greece.

The applications submitted under the first Call for proposals are now evaluated from the eligibility point of view. The eligibility check is estimated to be finalized at the beginning of August 2010 after the meeting of the Selection Committee.

The Public procurement procedure of Services for selection of independent assessors in charge of supporting the evaluation of proposals submitted under the Joint Operational Programme “Black Sea 2007-2013” was cancelled according to the decision nr. 1594/C6/1335/09.04.2010 of the Romanian National Council for Solving Complaints.
According to article 10.3 of Regulation (EC) No 951/2007 laying down implementing rules for ENPI cross-border cooperation programmes, the partner countries should have signed a Financing Agreement with the European Commission by 31st of December 2009, in order to fully participate at the Black Sea Basin Joint Operational Programme 2007-2013 and receive ENPI funds.
