According to article 10.3 of Regulation (EC) No 951/2007 laying down implementing rules for ENPI cross-border cooperation programmes, the partner countries should have signed a Financing Agreement with the European Commission by 31st of December 2009, in order to fully participate at the Black Sea Basin Joint Operational Programme 2007-2013 and receive ENPI funds.
The following partner countries signed the Financing Agreement within the deadline: Armenia, Georgia, Republic of Moldova and Ukraine.
As Azerbaijan and Russian Federation did not sign the Financing Agreement by 31st of December 2009, the only possibility for Azeri and Russian organizations to participate in projects will be as associates with their own funding.
