During the fourth meeting of the Joint Monitoring Committee held last week in Odessa, the results of the quality assessment of the applications submitted during the second Call for Proposals were approved. A brief summary is available here.
Following the JMC decision, all the applicants were accordingly notified on the results of the quality assessment indicating if their Applications have been:
• Provisionally selected – those Applications which are recommended for funding and which shall be contracted providing that all documents requested under section 5 – Pre-contractual conditions from Guidelines for Grant Applicants, 2nd Call for Proposals are provided within the given deadline and, if the case, the recommendations of the Selection Committee are addressed;
or
• Rejected – those Applications which obtained scores below the minimum scores set out in the Quality Assessment Grid;
or
• Listed under the Reserve list – those applications which obtained the minimum scores, but for which there are no available funds left under this call for proposals, following the ranking of the Applications.
Applicants considering that they have been harmed by an error or irregularity during the quality assessment of the evaluation and selection process may file a complaint to the Joint Technical Secretariat or the Managing Authority.
The applicants have to substantiate the complaints by arguing why the decision of the JMC infringes the provisions of the Guidelines for Grant Applicants or other applicable rules.
