TESIM – Technical Support to the Implementation and Management of ENI CBC programmes with the support of the Managing Authority and National Authorities from Armenia, Georgia, Republic of Moldova, Turkey and Ukraine developed the Guide on procurement by private project beneficiaries in the Joint Operational Programme Black Sea Basin 2014-2020.
The guide contains applicable rules, templates, tips and recommendations for awarding contracts related to works, supplies and services for the non-profit private beneficiaries; the notion of “private beneficiary” should always be understood as private non-profit organization, as the programmes does not allow for the participation of profit-making bodies (e.g. businesses).
Separately documents are also provided for each Partner Country (Armenia, Georgia, republic of Moldova, Turkey and Ukraine) with requirements on procurement for non-profit organizations in national legislation.
Please note that procurement rules for Turkish beneficiaries are the same for public and private beneficiaries.
