The JMA is responsible for managing and implementing the operational programme in accordance with EC Regulations and the principles of sound financial management. The JMA for the programme has been jointly designated by the programme partners, within the Romanian Ministry of Regional Development and Public Administration.
The JMC is the main joint decision making structure of the programme. Each participating country -in the Programme is represented in the JMC Each national delegation has one voting right. The JMC is chaired by the JMA.
The Joint Technical Secretariat (JTS) is the administrative and secretarial body of the Black Sea Basin Joint Operational Programme 2007-2013, responsible for day-to-day management and acting as contact point for potential applicants as well as grant beneficiaries.
The Audit Authority is established within the Court of Accounts of Romania. The AA is responsible for ensuring that audits are carried out annually on the expenditure and accounts of the JMA. For IPA funds in Turkey, a designated Audit Authority carries out the audits of the Operating Structure.
The national authorities are counterparts of the JMA in the programme preparation period, in the framework of which they are responsible for the coordination of the programming process in their respective countries, the financial management of the funds, in particular regarding the recovery of any unduly spent amounts on their territory, participation in JMC meetings, and proposing candidates for membership of the SC to the JMC for approval.
