The rehabilitation work was a component of the project Green tourism and historical heritage – a stepping stone for the development of the Black Sea Basin, GreeTHIS (BSB305). A particular process has to be followed because the Preslav Street building is included in the National Institute for Cultural Monuments of Bulgaria's Register of Buildings of Architectural Value.

Based on the requirements of Bulgarian law for the implementation of energy-efficient measures and adhering to the relevant performance standards, the building facade has been rebuilt and refitted. The architectural plan has been completed with the installation of historically accurate artefacts, giving the structure its initial appearance.

Roof insulation, window and lighting system replacement, and the installation of a hybrid electricity pump were the remaining tasks. Within the next twelve years, it is anticipated that energy costs will drop by 30%.

All of this contributed to the building's striking makeover into an energy-efficient one, maintaining its architectural value inside while utilizing modern techniques. Additionally, the ICT equipment purchased keeps track of how well the building and its surroundings perform in terms of energy and temperature.

Due to its location in the city's historic district and proximity to the key transportation hubs—the railway station, the marine port, and the sea garden—the building is now the home of the tourism center in Varna.
