T3N-BSB (BSB00264) – Project story

Transforming research into real-world impact has long been a challenge across the Black Sea Basin. Despite strong academic traditions and growing entrepreneurial energy, technology transfer (TT) ecosystems in the region have remained largely fragmented.

Countries have developed valuable national initiatives, but without a cross-border mechanism to connect researchers, technology transfer professionals, entrepreneurs, and industry, many opportunities for cooperation remained untapped.

At the same time, challenges such as the transition to a blue economy, low-carbon energy, and climate resilience require regional cooperation that no single country can address alone.

The project T3N-BSB: Transnational Technology Transfer Network for Black Sea Basin was established to address this gap by creating the region’s first transnational network dedicated to technology transfer. The initiative brought together TT professionals, researchers, entrepreneurs, and industry representatives from Türkiye, Greece, Bulgaria, and Romania, creating new channels for knowledge exchange and cross-border collaboration.

Over 18 months, the project consortium developed an integrated set of tools, resources, and activities designed to strengthen the region’s innovation ecosystem:

  • A comprehensive study mapping the technology transfer ecosystems of all four participating countries, identifying key barriers, opportunities, strengths, and needs.
  • The identification and dissemination of eight good practices, with two selected from each country.
  • The co-development of eight training modules focused on capacity building in technology transfer processes.
  • A multidimensional assessment of 63 technologies, compiled in an open online technology catalogue.
  • A Model Project Database featuring 66 successful research and innovation cases related to the blue economy and climate adaptation.

One of the project's most important outcomes is the T3N-BSB Portal, which provides a digital meeting point for technology transfer and innovation actors across the region.

The platform has already attracted more than 350 registered users and facilitated 43 international B2B meetings, creating opportunities for partnerships, joint research proposals, technology cooperation, and future investment.

By bringing previously disconnected actors into a shared environment, the portal demonstrates how regional digital infrastructure can help turn local knowledge and research results into international collaboration.

The project's ambition was further demonstrated at the Grand Black Sea Forum, held in Trabzon in December 2025. The event brought together more than 800 participants from five countries, exceeding expectations and highlighting the growing demand for cross-border innovation support.

Workshops covering patent research, consortium building, and university–industry cooperation generated concrete cooperation initiatives. A project competition showcased 60 innovative initiatives, while an ideathon brought together 40 students to work on real-world business challenges.

The strong participation and engagement at the Forum demonstrated that the region has both the capacity and the appetite to build a more connected innovation ecosystem.

Significant challenges remain, but T3N-BSB has established an important foundation for future cooperation. Expanding the network to additional Black Sea Basin countries—and ultimately connecting it with wider international innovation ecosystems—could significantly multiply its impact.

The Black Sea Basin now has more than a collection of national initiatives. It has a living transnational network ready to turn research, innovation, and collaboration into shared prosperity for years to come.
