Project preparation workshops organized in all participating countries, in the framework of the 2nd call for proposals
The main focus of the project preparation workshops will be on:
  • raising the awareness about the key elements of the Guidelines for Grant Applicants
  • strengthening the knowledges about key aspects of project development
  • clarifying project proposal financial requirements
  • raising the awareness about key aspects of project activity and financial planning
  • clarifying how to apply in the programme electronic system
Target Groups Eligible potential applicants registered and located in one of the Programme eligible regions, falling under one of the categories below:
  1. Local, regional and, if needed for the project purpose, national authorities;
  2. Bodies governed by public law, such as state/regional owned institutes, state owned universities and educational institutions, tourism and regional development agencies, cultural and archaeological associations/institutions, nature parks and protected areas management bodies, research institutes;
  3. Non-profit organisations such as associations, unions, foundations, private universities if their legal status is of a non-profit organization, Local Action Groups in the fields of agriculture/rural development, fisheries and aquaculture, Euro regions, European Grouping of Territorial Cooperation.

Training for Beneficiaries from the 1st Call for proposals
To ensure the premises for a smooth implementation of the projects contracted within the framework of the 1st Call for proposals of Joint Operational Programme Black Sea Basin 2014-2020, programme management structures with the support of TESIM project is organising a training session dedicated to the beneficiaries from the 1st Call for proposals.   The event will be held in Istanbul at Ramada Plaza Hotel, on 13-14 September 2018. Networking, lessons learned and sharing experience for the Joint Operational Programme Black Sea Basin 2014-2020
The Managing Authority together with the Joint Technical Secretariat of the Joint Operational Programme “Black Sea Basin 2014-2020” organized on January 31, 2018 a networking event in order to collect and transfer the lessons learned and share experience for the Joint Operational Programme “Black Sea Basin 2014-2020”, thus marking the closure of the Joint Operational Programme “Black Sea Basin 2007-2013”. More than 70 people participated in the closure event, representing current and former members of the Joint Monitoring Committee of the Black Sea Basin 2007-2013 Programme from the 8 participating countries (Armenia, Bulgaria, Georgia, Greece, Moldova, Romania, Turkey and Ukraine), of the Joint Managing Authority and of the European Commission. In addition, there were present representatives of beneficiaries, of the Audit Authority, and of the technical assistance project TESIM ENI-CBC. During this final meeting there were open discussions about the achievements and difficulties encountered during the implementation of the Joint Operational Programme “Black Sea Basin 2007-2013”, and about how the lessons learned can improve the cross-border cooperation in the Black Sea Basin for the 2014-2020 programming period.

Second meeting of the Joint Monitoring Committee for Joint Operational Programme Black Sea Basin 2014-2020
The second meeting of the Joint Monitoring Committee for Joint Operational Programme Black Sea Basin 2014-2020 was organized on 30th of January 2018, in Bucharest. The main point on the agenda of the meeting was the approval of the evaluation report of the second step – quality assessment of the applications submitted during the first call for proposals launched within Joint Operational Programme Black Sea Basin 2014-2020.  The members of the Joint Monitoring Committee approved 23 projects to be funded, in total value of 18,630,289.97 euro (ENI funds). The second meeting was attended by each delegation of the participating countries in the programme (Armenia, Bulgaria, Georgia, Greece, Republic of Moldova, Romania, Turkey and Ukraine), representatives of the European Commission, Joint Technical Secretariat and TESIM – Technical Support to the Implementation and Management of ENI CBC programmes.

EMFF Info Day: €14.5 million for a sustainable blue economy
The European Maritime and Fisheries Fund (EMFF) launches a call to foster a "Sustainable Blue Economy". With a total budget of € 14.5 million, the call will accelerate the implementation of the European maritime policy and the deployment of the blue economy across Europe and in the Mediterranean. An Info Day, open to a wide range of stakeholders, from all the sea basins surrounding the EU coasts, will be held. 4th Annual Black Sea Stakeholder Conference on the Blue Economy
The European Commission, together with the Georgian Ministry of Economy and Sustainable Development and the Ministry of Environment and Natural Resources Protection, is pleased to announce the 4th annual Black Sea stakeholder conference, which will take place on 15 September 2017 in Batumi, Georgia. This event will discuss the challenges and opportunities for the blue economy in the Black Sea region, including the 2016 Bucharest declaration on sustainable fisheries, and bring together successful entrepreneurs and policy makers on the table to debate on how to:
  • support blue growth,
  • support integration,
  • share innovative business practices,
  • improve marine knowledge and enhance marine environment
  • promote maritime careers,
  • identify sources of funding for maritime projects and
  • seek partners to fulfil them.
Key speakers will include Mr Karmenu Vella, EU Commissioner for Environment, Maritime Affairs and Fisheries and Mr Giorgi Gakharia, Minister for Economy and Sustainable Development of Georgia and Mr Gigla Agulashvili, Minister for Environment and Natural Resources Protection of Georgia. On the 17th and 18th of November 2014, the 6th meeting of the Joint Programming Committee of the Joint Operational Programme ”Black Sea Basin 2007-2013” will be held in Tbilisi, Georgia
  • The Committee will discuss and decide on the following issues:
  • the inclusion in the Programme of adjoining regions and major centres;
  • the risk analysis and measures to mitigate risks, horizontal aspects, indicators, synergies/complementarities at the level of programme priorities;
  • financial allocations per thematic objectives and priorities and types of support per priority;
  • SEA process and draft decision on whether a full environmental assessment is needed;
  • briefing on the timeframe for programme implementation, use of TA and contract award procedures, rules on eligibility of expenditure, co-financing rules.

The Joint Working Group meeting of the JOP ”Black Sea Basin 2007-2013”
The Joint Working Group meeting of the Joint Operational Programme ”Black Sea Basin 2007-2013”, 12-13 February 2015, Bucharest, Romania Following the meeting of the Joint Programming Committee held in November 2014, in Tbilisi, it was decided to organize a meeting of the Joint Working Group, in Bucharest, on 12-13 February 2015, in order to discuss and decide on various aspects regarding the programming for the ENI CBC Black Sea Basin Programme 2014-2020. The proposed Agenda of the event includes the following issues:
  • Description of the Management and Control System;
  • Verification of expenditure, revenue and co-financing;
  • Prevention and detection of irregularities and fraud;
  • Financial corrections, including apportionment of financial liability and recovery;
  • Payment procedures;
  • Management and information system;
  • Project contracting;
  • Process for the designation of the Management Authority;
  • Discussion on the written agreements needed to make the DMCS legally binding in all participating countries.
