Project preparation workshops organized in all participating countries, in the framework of the 1st call for proposals
The main focus of the project preparation workshops will be on:
  • raising the awareness about the key elements of the Guidelines for Grant Applicants
  • strengthening the knowledges about key aspects of project development
  • clarifying project proposal financial requirements
  • raising the awareness about key aspects of project activity and financial planning
  • clarifying how to apply in the programme electronic system
Target Groups Eligible potential applicants registered and located in one of the Programme eligible regions , falling under one of the categories below: 1.Local, regional and, if needed for the project purpose, national authorities; 2.Bodies governed by public law, such as state/regional owned institutes, universities and educational institutions, tourism and regional development agencies, cultural and archaeological associations/institutions, nature park and protected areas management bodies, and research institutes; 3.Non-profit organisations such as associations, unions, foundations, private universities if their legal status is of a non-profit organization, Euro regions, European Grouping of Territorial Cooperation.   Important! In view of the forthcoming launch of the 1st call for Proposals, the Managing Authority of the ENI CBC “Black Sea Basin” Joint Operational Programme 2014-2020, in collaboration with the Joint Technical Secretariat and national authorities of participating countries, and with the support of TESIM project, organize the 2nd Partners Forum in Istanbul, Turkey, on 24 November 2016. The Partnership Forum will provide the participants the opportunity to network, to find suitable partners and to start discussing together ideas and further steps for project development as well as to get information on the Black Sea Basin programme and the call for proposals. The participants in the Partnership Forum should:
  1. Local, regional and, if needed for the project purpose, national authorities;
  2. Bodies governed by public law, such as state/regional owned institutes, universities and educational institutions, tourism and regional development agencies, cultural and archaeological associations/institutions, nature park and protected areas management bodies, and research institutes;

Launching Conference & Partnership Forum, 14th of July 2016, Constanta, Romania

On behalf of the Managing Authority, it is our pleasure to invite you to the official launch of the Joint Operational Programme Black Sea Basin 2014-2020 on 14th of July, 2016, in Constanta, Romania. The Black Sea Basin Programme 2014-2020 is part of European Union’s Cross-Border Cooperation (CBC) under its European Neighbourhood Instrument (ENI). The main goal of the conference is to promote the Programme’s objectives and the associated priorities:
  • Promote Business and Entrepreneurship
  • Environmental Protection and Reduction of Marine Litter
In the first part of the day, participants will receive useful information about the preliminary version of the Application Pack for the first call for proposals, while the second part will be dedicated to a Partnership Forum, providing the participants the opportunity to network and identify ideas for future common projects. The conference is expected to benefit from a large attendance, bringing together representatives of local and regional authorities, chambers of agriculture, commerce and industry, civil society organisations, universities, educational and research institutions. 1st Joint Monitoring Committee of the Joint Operational Programme Black Sea Basin 2014-2020
The 1st Joint Monitoring Committee (JMC) of the Joint Operational Programme Black Sea Basin 2014-2020 focused on the following:
  • JMC Rules of Procedure
  • The key aspects to be included in the Guidelines for Grant Applicants
  • Details regarding the Launching of the 1st Call for Proposals
  • Updated Communication and Visibility Manual
  • Technical Assistance Budget
  • Selection Criteria for the future Joint Technical Secretariat staff
  • National Procedure Rules
All the representatives of the participating countries at the 1st Joint Monitoring Committee brought constructive feedback and ideas. The following steps are for the Managing Authority to make changes to the documents in accordance with the discussions carried at the JMC meeting and to prepare the launch of the first call for proposals.

According to The Joint Managing Authority Work Plan, the 10th  Joint Managing Committee of The Joint Operational Programme “Black Sea 2007-2013” will be held in Burgas, Bulgaria on the 29th September 2015.  During the meeting the representatives of all the countries participating in the programme shall have the opportunity to overlook the issues concerning the financial aspects of the implementation of the joint operational programme, have a briefing on the achievement of the programme’s indicators and last but not least, analyse the matter of projects encountering risks.

6th meeting of the Joint Programming Committee
On the 17th and 18th of November 2014, the 6th meeting of the Joint Programming Committee of the Joint Operational Programme ”Black Sea Basin 2007-2013” will be held in Tbilisi, Georgia
  • The Committee will discuss and decide on the following issues:
  • the inclusion in the Programme of adjoining regions and major centres;
  • the risk analysis and measures to mitigate risks, horizontal aspects, indicators, synergies/complementarities at the level of programme priorities;
  • financial allocations per thematic objectives and priorities and types of support per priority;
  • SEA process and draft decision on whether a full environmental assessment is needed;
  • briefing on the timeframe for programme implementation, use of TA and contract award procedures, rules on eligibility of expenditure, co-financing rules.

The Joint Working Group meeting of the Joint Operational Programme ”Black Sea Basin 2007-2013”, 12-13 February 2015, Bucharest, Romania Following the meeting of the Joint Programming Committee held in November 2014, in Tbilisi, it was decided to organize a meeting of the Joint Working Group, in Bucharest, on 12-13 February 2015, in order to discuss and decide on various aspects regarding the programming for the ENI CBC Black Sea Basin Programme 2014-2020. The proposed Agenda of the event includes the following issues:
  • Description of the Management and Control System;
  • Verification of expenditure, revenue and co-financing;
  • Prevention and detection of irregularities and fraud;
  • Financial corrections, including apportionment of financial liability and recovery;
  • Payment procedures;
  • Management and information system;
  • Project contracting;
  • Process for the designation of the Management Authority;
  • Discussion on the written agreements needed to make the DMCS legally binding in all participating countries.
