Launching of the award procedure
Technical support services within the Joint Technical Secretariat for the management and implementation of the Joint Operational Programme “Black Sea Basin 2007-2013”
The Ministry of Regional Development and Public Administration, acting as Joint Managing Authority (JMA) for the Black Sea Basin JOP is launching the award procedure for selecting four qualified and experienced experts in order to ensure the functioning of the Joint Technical Secretariat (JTS) of the Programme.
The staff of JTS is foreseen to be composed from 1 head of JTS, 5 project managers, 2 financial managers and 1 information and communication manager. The present award procedure aims at contracting of four experts (1 head of JTS, 2 project managers, 1 information and communication manager).
The general objective of the contracts signed with the experts from the JTS is to support the authorities involved in the management and implementation of the Black Sea Basin JOP.
The purpose of the contracts is to:
a) Ensure the necessary human resources for functioning of the JTS in order to assist the JMA in the daily management of the operations of the programme;
b) Provide support to the functioning of the programme’s other steering bodies (Joint Monitoring Committee, Selection Committee etc);
c) Ensure awareness about the programme’s funding possibilities and the launch of calls for proposals;
d) Provide support to the organization of project selection procedures;
e) Provide support to projects’ implementation;
f) Ensure the monitoring of projects’ implementation.
Location: The Joint Technical Secretariat is established within the Ministry of Regional Development and Public Administration, in Bucharest, Romania. The activities of the JTS will be carried out in Bucharest, at the headquarters with occasional travel in the eligible area of the Programme. The travel expenses (transport, accommodation and subsistence costs) in case of work travels outside Bucharest will be supported by the Contracting Authority, according with its own rules, not being under the rules of the present procedure.
Date of starting the activities:
It is expected that the experts shall start their activity immediately after the signature of the contract by both parties.
Duration of the contracts:
The contracts shall be valid until 30/06/2014. It is possible to acquire new similar services from the initial contractors, according to the Contracting Authority public procurement rules, in case of extension of the period of implementation of the grant contract signed with the European Commission that ensures the financing of the services contracts.

DG Maritime Affairs and Fisheries (DG MARE) and The Joint Research Centre, in cooperation with DG Regional and Urban Policy (DG REGIO), are organising the Workshop “Smart Specialisation for Sustainable Blue Economy” on 6 July 2021, at 09.00 – 12.45 CET.
The training sessions are organised by the programme management structures and are aiming to enhance capacity of beneficiaries to collect, consolidate and report the progress achieved by the projects.
The first meeting of the Joint Programming Committee – body responsible for the preparation of the Interreg NEXT (Neighbourhood External) Black Sea Basin Programme 2021-2027 – was held on the 29th of January 2020 in Brussels, Belgium. The eligible participating countries of the new Programme involves ten states from the Black Sea Basin: Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Republic of Moldova, Romania, Russian Federation, Turkey and Ukraine.
